Based on a comparison of 149 countries in 2023, Ukraine ranked the highest in military expenditures as a share of government expenditure with 39.2% followed by Belarus and Saudi Arabia. On the other end of the scale was Mauritius with 0.524%, Haiti with 0.674% and Ireland with 1.02%.
