Based on a comparison of 31 countries in 2018, Malta ranked the highest in annual immigration as a percentage of total population with 6.19% followed by Luxembourg and Iceland. On the other end of the scale was Slovakia with 0.133%, Bulgaria with 0.421% and Portugal with 0.423%.
